Hornsby pushes back against NSW plan to strip public notification rights

Hornsby Shire Council resolved at its General Meeting on Wednesday 13 May 2026 to formally oppose key elements of the NSW Government’s draft Statewide Community Participation Plan, warning the changes would exempt some residential flat buildings and other developments from public notification altogether. For North Epping — an exclave of Hornsby Shire surrounded by Lane Cove National Park and the M2, and effectively the only Hornsby suburb directly bordering the high-density Epping Town Centre — the proposed exemptions would coincide with intensifying pressure for low- and mid-rise housing along the M2 / Epping fringe.

Decision made at General Meeting on Wednesday 13 May 2026; media release issued 14 May 2026. The Mayor is Cr Warren Waddell. Council’s submission targets the draft Statewide Community Participation Plan, on public exhibition until Wednesday 3 June 2026. Same meeting endorsed progression of the Glenorie Village Planning Proposal, received the March 2026 budget quarter review, and extended the Acting General Manager’s appointment until 11 November 2026 or until a permanent General Manager is appointed.
